The pressure relief valve is a simple pressure relieving safety device.  It is a second line of defense (with the first one being the unloader) in preventing damage to personnel and the equipment by releasing water to the atmosphere when a set pressure is exceeded.  By doing so it protects the other part of the equipment from excessive pressure which could result in parts failure.  Pressure relief valves are also called pop-off valves.
